UUM ONLINE: Bandar Baru Enstek – In an effort to strengthen talent management ecosystem based on competencies at all public universities, a total of 38 participants successfully completed the certification of Competency-Based Instrument: Behavioural Event Self-Assessment (CBI BESA).
The participants, comprising of academic talents and administrative staff from Cohort 1 (17 individuals) and Cohort 2 (21 individuals), were awarded certificates presented by the Deputy Chief Secretary (Management and Development), Ministry of Higher Education (MOHE), Mr. Mohamad Azhan Md. Amir.
In his speech, Mr. Mohamad Azhan highlighted that with the completion of this national-level CBI BESA course, the public higher education institutions (PHEI) will no longer face shortage of leadership talent, as evident by the emergence of 51 participants from the two cohorts.
According to him, in this context, the event evidence-based element adds value to the competency results conducted.
He said, to ensure optimal productivity and effectiveness, the programme syllabus is developed from aspirations and enhancement to complement to the Talent Management for Excellence (TaME) programme. This programme has been developed and implemented following the best practices of public universities to benefit all stakeholders involved.
“The agenda for the development of higher education human resources and the scholarly world is increasingly important as the country today is undergoing a major transformation in producing quality individuals in terms of knowledge, values and leadership abilities.
“In response to the call of the Minister of Higher Education on 12 January, we must all be prepared to take on the responsibilities by embracing the 20 principles to enhance the nation’s higher education performance,” he said that at the Competency-Based Instrument: Behavioural Event Self-Assessment (CBI BESA) Certification Programme at the Higher Education Leadership Academy (AKEPT), Main Hall.
Mr. Mohamad Azhan stated that CBI BESA participants are expected to enhance the current role of administrative groups by overseeing leadership talent within their respective institutions.
He emphasised that the attitude of continuous learning needs to be strengthened to enhance one’s current skills and knowledge, as well as to improve performance to remain competitive in today’s world.
Meanwhile, the Vice-Chancellor, Prof. Dr Mohd Foad Sakdan said that the CBI BESA is a programme organised by AKEPT in collaboration with UUM, a public university specialising in management has entered its third cohort, which began in 2021.
He emphasised the importance of the group in contributing to the process of identifying, developing, assessing and producing competent leaders within the national higher education ecosystem.
He hoped that the CBI BESA agenda could complement MOHE’s efforts in strengthening talent excellence within Leap 2, Malaysia Education Development Plan 2015-2025 (Higher Education).
“As members of the public universities, we need to move forward and always emphasise a balanced focus on the needs of universities, industry, government, public community, as well as the local context and environment in human development. This alignment with the objectives of shared prosperity and sustainability can enhance the efficiency of national governance.
“Through wise partnerships and strategic cooperation between AKEPT and all public universities, it is hoped that as a spirit of harmony and alignment with the concept of us as one big family can be created,” he said.
Representing Cohort 1, Prof. Dr Ismie Roha Mohamed Jais emphasised that his certificate is a significant responsibility and highlighted the necessity for leadership continuity.
“We are grateful to the leaders and thinkers for the development of this CBI BESA programme.
“May the efforts by AKEPT and UUM in instilling the determination that all changes and innovations by transformation will become the new norm in the higher education leadership agenda,” she said.
Representing Cohort 2 participants, Ms. Rizadora Muhamad Arsad stated that competence is not something concrete, but it is something that can always be enhanced.
She expressed gratitude to all the facilitators who contributed to the participants’ successful journey at their respective institutions.
Also present were the Director of AKEPT, Prof. Dr Harshita Aini Haroon; Deputy Director of AKEPT, Assoc. Prof. Dr Norazharuddin Shah Abdullah and UUM Registrar, Mr. Ahmad Rasidi Abdullah.

AKEPT, UUM PERKASA EKOSISTEM PENGURUSAN BAKAT
UUM ONLINE: Bandar Baru Enstek - Dalam usaha memperkasakan ekosistem pengurusan bakat berdasarkan kompetensi di semua universiti awam, seramai 38 peserta berjaya melengkapkan Sijil Instrumen Berasaskan Kompetensi : Penilaian Tingkah Laku Kendiri Bersandarkan Peristiwa (CBI BESA), hari ini.
Peserta yang hadir terdiri daripada bakat akademik dan juga pentadbir dari Kohort 1 (17 orang) dan Kohort 2 (21 orang) itu menerima sijil yang disampaikan oleh Timbalan Ketua Setiausaha (Pengurusan dan Pembangunan), Kementerian Pendidikan Tinggi (KPT), Mohamad Azhan Md. Amir.
Dalam ucapan Mohamad Azhan berkata, dengan tamatnya kursus CBI BESA peringkat kebangsaan ini, institusi pengajian tinggi awam (IPTA) tidak lagi ketandusan bakat kepimpinan dengan lahirnya 51 peserta dari dua kohort berkenaan.
Menurutnya, dalam konteks ini, elemen bukti peristiwa dijadikan nilai tambah yang mengukuhkan hasil penilaian kompetensi yang dijalankan.
Katanya, bagi mencapai penghasilan dan keberkesanan yang terbaik, silibus program ini diadun dengan penuh iltizam daripada aspirasi dan penambahbaikan yang menjadi pelengkap kepada Program Talent Management for Excellence (TaME), iaitu sebuah program yang diadun dan dilaksanakan berdasarkan kepada amalan terbaik universiti awam untuk dimanfaatkan secara bersama oleh semua pihak yang terlibat.
“Agenda pembangunan sumber manusia pendidikan tinggi dan dunia kesarjanaan semakin penting kerana negara pada hari ini sedang melalui satu arus perubahan yang besar dalam melahirkan insan yang berkualiti dari segi ilmu, nilai dan keupayaan memimpin.
“Menyahut seruan amanat Menteri Pendidikan Tinggi pada 12 Januari lalu, kita semua harus bersedia menggalas tanggungjawab yang diamanahkan melalui 20 landasan dalam meningkatkan prestasi kecemerlangan pendidikan tinggi negara,” katanya pada Program Pensijilan Instrumen Berasaskan Kompetensi: Penilaian Tingkah Laku Kendiri Bersandarkan Peristiwa (CBI BESA) di Dewan Utama Akademi Kepimpinan Pendidikan Tinggi (AKEPT).
Mohamad Azhan berkata, peserta CBI BESA ini diharapkan dapat memperkemas peranan sedia ada kumpulan pentadbir dalam menguruskan bakat kepimpinan di institusi masing-masing.
Menurutnya, sifat ingin terus belajar perlu dipupuk agar dapat meningkatkan kemahiran dan pengetahuan terkini, di samping menambahbaik penampilan agar terus kekal bersaing dalam dunia pada hari ini.
Sementara itu, Naib Canselor, Prof. Dr. Mohd Foad Sakdan berkata, program CBI-BESA anjuran AKEPT dengan kerjasama UUM sebagai universiti awam yang mengkhusus kepada pengurusan telah masuk kohort ketiga di mana ianya telah dimulakan pada tahun 2021.
Menurutnya, kelompok ini akan memainkan peranan penting dalam menyumbang kepada proses mengenal pasti, membangun, menilai dan melahirkan pemimpin yang kompeten di dalam ekosistem pendidikan tinggi negara.
Katanya, beliau berharap agenda CBI-BESA dapat melengkapkan usaha KPT memperkasakan kecemerlangan bakat di bawah Lonjakan 2, Pelan Pembangunan Pendidikan Malaysia 2015-2025 (Pendidikan Tinggi).
“Sebagai warga universiti awam perlu ke hadapan dan sentiasa memberi penekanan seimbang antara keperluan universiti, industri, kerajaan, komuniti awam, serta konteks lokal dan persekitaran dalam pembangunan insan supaya sejajar dengan objektif kemakmuran bersama dan kelestarian bagi meningkatkan kecekapan tadbir urus negara.
“Melalui jalinan perkongsian bijak dan kerjasama strategik di antara AKEPT dan semua UA, diharapkan dapat mewujudkan semangat keserakanan dan selari dengan konsep kita sebagai satu keluarga besar,” katanya.
Wakil peserta Kohort 1, Prof. Dr. Ismie Roha Mohamed Jais berkata, sijil ini merupakan satu tanggungjawab yang besar dan banyak perkara perlu dilakukan untuk kesinambungan kepimpinan.
“Kami bersyukur dengan pemimpin dan pemikir masa lalu yang telah menubuhkan AKEPT kerana banyak yang dilalui bersama.
“Semoga usaha AKEPT dan UUM untuk menyematkan tekad bahawa segala perubahan dan pembaharuan yang dibawa oleh transformasi akan menjadi norma baharu dalam agenda kepimpinan pengajian tinggi,” katanya.
Wakil peserta Kohort 2, Rizadora Muhamad Arsad berkata, kompetensi bukan sesuatu yang konkrit tetapi ia boleh dipertingkatkan lagi.
Menurutnya, beliau berterima kasih kepada semua fasilitator yang memainkan peranan untuk memastikan semua peserta berjaya dalam perjalanan mereka di IPT masing-masing.
